Introduction

In 2015, Gerton Lusink initiated the merger of BeheerVisie and Procura Group, marking the start of a buy-and- build strategy in the local-government software market. O2 Capital Partners joined as a hands-on investment partner that same year, playing an active role in M&A, financing and strategic decision-making, while Gerton remained responsible for the day-to-day management of the business.

In summary

DataQuint was the first acquisition made as part of the buy-and-build strategy in 2017, and I-Real followed shortly thereafter. A major milestone was the merger with SIMgroep in 2019: Frank de Goede became a co-shareholder and CEO, further strengthening the entrepreneurial spirit within the group.

Gerton and Frank jointly took the lead in the group’s further development, with O2 Capital Partners serving as a sounding board and financial partner in the background. In that role, O2 Capital Partners provided support in areas such as financing, M&A processes, and strategic decisions, without undermining the entrepreneurial spirit of the organization.

In 2024, the group was organized into three independent business units: Shift2 for digital services, JCC Software for customer guidance, and Progresity for public space management. This gave each business unit its own clear focus and market approach, and further streamlined the group’s operations around its core activities. Conxillium now supports more than 500 municipalities in the Netherlands, Belgium, Germany, and the Caribbean.
